The following practices are hereby prohibited:
A. 
Use of gasoline or diesel motors on the lake.
B. 
Operation of any all-terrain vehicle outside a designated roadway or parking area.
C. 
Use of any mode of transportation other then mountain bicycles or human feet on hiking trails.
D. 
Cutting of live plants and trees.
E. 
Littering.
F. 
Horseback riding on the hiking trails.
G. 
Diggings for cultural or historical artifacts or possession of cultural or historical artifacts within park property.
H. 
Camping.
I. 
Hunting.

The following practices are allowed by persons permitted by the City to pursue them and for specific time limits and other limitations imposed by the permit:
A. 
Hiking trail construction.
B. 
Nighttime trail use.
C. 
Fishing between the hours of 10:00 p.m. and 6:00 a.m.
1. 
Persons desiring to fish between the hours of 10:00 p.m. and 6:00 a.m. are required to obtain and display on their vehicle a nighttime fishing permit, from the City of Lincoln.
2. 
Unattended vehicles at the park between the hours of 10:00 p.m. and 6:00 a.m. that do not display the nighttime fishing permit are subject to being towed.

As there are no restroom facilities in the park, human and animal waste shall be buried. No human or animal waste shall be buried within 50 feet of any hiking trail, parking area or shoreline.

Mountain bicycles shall not be operated except on the official, marked hiking trail system. Mountain bicycles shall yield the right-of-way to pedestrians.

The City staff shall develop a procedure and protocol for the issuance of permitting the conduct authorized by § 12.12.02 hereof. The regulations shall be presented to the City Council for approval within 90 days of the effective date of this ordinance.

Any person found guilty of any violation of this chapter shall be guilty of a violation and subject to a fine of not less than $25 nor more than $100 per offense.
