A. 
The Borough Engineer or Consulting Engineer shall, when requested by the Zoning Officer, make the inspections hereinafter required and shall either approve that portion of the work which has been completed or notify the permit holder wherein the same fails to comply with the provisions of this chapter. Where it is found by inspection that the soil or other conditions are not as stated or shown in the application, the Borough Engineer or Consulting Engineer may refuse to approve further work until approval is obtained for a revised grading plan conforming to existing conditions.
B. 
Plans for grading work which are recommended for approval by the Borough Engineer or Consulting Engineer shall be maintained at the development site during the progress of the grading work and until the work has been completed.
C. 
After issuance of the grading permit, no change to the grading plans or specifications shall be permitted without prior written approval of the Borough.
D. 
If, at any stage of the work, the Zoning Officer shall determine by inspection that further work as authorized by an existing grading permit is likely to endanger persons, property and/or roads or create any hazard condition, the Borough may require as a condition for the continuance of the work that reasonable safety precautions be taken to avoid such likelihood of danger. Safety precautions may include but shall not be limited to specifying a flatter exposed slope, construction of additional drainage facilities, berms, terracing, compaction or cribbing.
E. 
During the time period covered by the grading permit, including any extensions, the Zoning Officer may inspect the premises to determine that the work is progressing in compliance with the information provided on the permit application and with all applicable laws and ordinances. In the event the Zoning Officer discovers that the work does not comply with the grading permit application or any applicable laws and ordinances, or that there has been a false statement or misrepresentation by any applicant, the Zoning Officer shall revoke the grading permit and report such fact to Borough Council for whatever action it considers necessary.
A. 
Stages of construction.
(1) 
The stages of construction, other than those addressed in Subsection B below, requiring inspections are:
(a) 
Fine grading: when all fine grading has been completed.
(b) 
Stormwater drainage facilities: prior to backfill being placed and compacted.
(c) 
Special structures: when excavations are complete for retaining walls and reinforcing steel is in place and before concrete is poured.
(d) 
Final inspection: when all work, including the installation of all drainage and other structures, has been completed.
(2) 
In order to obtain inspections for the stages of construction set forth above, the permit holder must notify the Zoning Officer at least two business days prior to the day inspection is desired. Before calling for any inspection, the permit holder shall have the property line stakes set and sufficient grade stakes set by a registered engineer or surveyor to enable the Zoning Officer or designated representative to verify the grading, excavation and/or fill operation.
B. 
Inspections for utility company work involving an open cut permit shall be required prior to the trench being closed and after the trench is repaved. The utility company performing the work must notify the Zoning Officer at least two business days prior to the day inspection is desired.
