A public nuisance is a thing, act, occupation or use of property
which shall continue for a sufficient length of time so as to:
A. Substantially annoy, injure or endanger the safety, health, comfort
or repose of the public and property owner(s);

B. Greatly offend public morals or decency;
C. Unlawfully interfere with, obstruct or tend to obstruct or render
dangerous for passage a lake, navigable river, bay, stream, canal
or basin, or a public park, square, street, alley or highway;
D. In any way render the public substantially insecure in the use of
property.
No person shall, within the Village, cause or create a public
nuisance or permit a public nuisance to remain on premises owned or
occupied by him.
