The owner and/or operator of any vehicle that is towed away
is responsible for the towing and all costs associated with the towing
and impounding and processing of the vehicle.

A. Hazard to public safety. Any vehicle parked, stopped or standing upon a highway which is in violation of any of the provisions of §
10.04.010 or Chapter
10.36 of this title, which is determined to be a hazard to traffic or to public safety, shall be removed.
B. Removal by operator. Such vehicle shall be removed by the operator
in charge, upon request of any traffic officer, to a position where
parking is legally permitted.
C. Removal by traffic officer. Any traffic officer, after issuing a citation for illegal parking, stopping or standing of an unattended vehicle upon a highway which in violation of any provisions of §
10.04.010 or Chapter
10.36 of this title, which is declared to be a hazard to traffic or to public safety, is authorized to direct the removal of such vehicle.
