A. It shall be the duty of the abutting property owner to build, repair, construct and perpetually maintain sidewalks along or upon any street in the Village and to pay the entire cost thereof, except as indicated in Subsection
B.
B. As part of the Village of Grafton Sidewalk Replacement Program, the
Village replaces concrete sidewalk that poses a trip hazard based
upon specific review criteria. There is no cost to the property owner
for sidewalk replacement work completed within the scope of the Sidewalk
Replacement Program.

A. Right-of-way bonds shall be required for all projects where the potential
for damage to public improvements within the right-of-way, which would
include but not be limited to sidewalks, curb and gutter, roadways,
turf, trees, light poles, signs, etc., is probable as a result of
construction-related activities, except sheds, decks and other structures
that pose no potential damage to the sidewalk, as determined by the
Director of Public Works.
B. The right-of-way bond amount shall be established by the Village
Board and may from time to time be modified. The right-of-way bond
amount shall be included on the Village of Grafton Development Fee
Schedule established by the Village Board and shall be available for
review at the Department of Public Works and the Building Inspection
office.

C. The right-of-way bond shall be posted prior to or at the time a building
permit is obtained.
D. The bond shall be submitted to the Building Inspection office. Inspection
of repairs and bond release are controlled by the Department of Public
Works.
No person shall hereafter lay, remove, replace or repair any
public sidewalk within the Village unless he is under contract with
the Village to do such work or has obtained a permit therefor from
the Director of Public Works at least seven days before work is proposed
to be undertaken. No fee shall be charged for such permit.
All sidewalks within the Village hereafter shall be repaired,
rebuilt and constructed in accordance with the following specifications:
A. Subgrade. The subgrade shall be prepared by excavating to the line,
grade and cross section as furnished by the Village. Soft and unsuitable
material shall be removed and replaced with suitable material, and
the subgrade shall be compacted and thoroughly moistened immediately
before the concrete is placed. When so specified by the Director of
Public Works, a subbase of sand and gravel or other approved porous
material shall be placed under the sidewalk. At all places where existing
ground level is below subgrade elevation, the owner shall furnish
and place suitable material in successive layers of four inches or
less, and each layer shall be rolled and thoroughly compacted, until
subgrade elevation is reached. In all cases where the grading is carried
to a line below the subgrade elevation, the owner shall furnish and
refill the space with material satisfactory to the Director of Public
Works or his agent, and soil, tamp and sprinkle the fill in a thorough
manner approved by the Director of Public Works or his agent.
B. Surplus excavation and fill between sidewalk and curb. All surplus
earth and other material excavated from the line of work which may
not be required for filling shall be hauled and deposited as directed
by the Director of Public Works. Where the sidewalk does not abut
the curb, gutter, pavement or other structures and when the concrete
has been cured and forms removed, the space along the sides shall
be backfilled with a satisfactory soil thoroughly compacted. Backfill
shall be approved by the Director of Public Works.
C. Material and method.

All sidewalks shall be of concrete construction composed of
six-bag mix, one-course construction, four inches thick and built
to the established line and grade. All sidewalks shall be five feet
in width as determined by the Board of Public Works in view of existing
sidewalks in the area, except sidewalks located in front of commercial
establishments, which shall be six feet in width. Where new sidewalks
are constructed along an entire block in any residential district,
such sidewalks shall be five feet in width. Concrete shall be placed
in straight forms of wood or metal of sufficient strength to resist
springing, tipping or other displacement during the process of depositing
and consolidating the concrete. Wood forms shall be surfaced plank
of at least two inches in thickness, except for sharply curved sections.
Metal forms shall be of approved section. The forms shall be of full
depth of the required sidewalk and shall be of such design as to permit
secure fastening. Forms shall be thoroughly cleaned and oiled before
the concrete is placed against them.

Concrete shall be placed in the forms on a moist subgrade, deposited
just above the finished grade and consolidated and spaded sufficiently
to bring the mortar to the surface and to prevent honeycombing. It
shall then be struck off level with the top of the forms and finished
with wooden flats. All joints and edges shall be finished with a one-quarter-inch-radius
edging tool. Before the last finish has set, the sidewalk shall be
steel troweled and brushed in transverse direction. Before final finishing,
the surface shall be checked with a ten-foot straight edge, and any
areas departing from the testing edge shall be corrected by adding
or removing concrete while the walk pour is still plastic.

Transverse expansion joints one-half-inch thick of premolded
expansion material shall be located every 40 feet, at the street and
against the back of all curb and gutter encountered. Expansion material
shall be placed every five feet and shall be at least 1 1/2 inches
deep. All joints shall be at right angles to the direction and grade
of the walk. Diagonal joints may be used only when ordered by the
Director of Public Works and shall be placed under his direction.
D. Curing and drying. As soon as any of the concrete work mentioned
in this section has been finished and hardened sufficiently to prevent
excessive marring of the surface, it shall be cured and protected
against rapid drying. Failure to comply with this requirement shall
be deemed sufficient cause for suspension of the work. Curing shall
be accomplished by the "impervious coating," "wet fabric" or "paper"
methods. Walks shall be kept free from all traffic at normal temperatures
for 48 hours, and in cold weather (below 50° F.), for 96 hours.
