No person shall, except in necessary defense of person or property, or as set out in §
313-2, fire or discharge any gun or other firearm or any instrument or device by which a projectile of any kind may be fired or discharged.

Any person who violates any provision of this article shall,
upon conviction in a summary proceeding, be sentenced to pay a fine
of not more than $600 and costs of prosecution, and, in default of
payment of fine and costs, to imprisonment for not more than 30 days.
It is the intent of the Borough that this article be supplementary
and not contrary to the Constitutions of the United States and of
Pennsylvania, any laws thereof and any regulations of their agencies
and departments. Should any part of this article be declared invalid
because of such conflict, or for any other reason, the provisions
of this article shall be deemed severable, so that the unaffected
portions hereof shall remain in full force and effect.
