Group residence facilities are permitted in residentially zoned, commercial and light industrial zoned districts in the Borough when authorized as a special exception by the Zoning Hearing Board, and only when such uses comply with the conditions listed below.
As used in this chapter, the following terms shall have the meanings indicated:
GROUP RESIDENCE FACILITY
An establishment that provides a home, including room and board, to persons who are residents by virtue of receiving supervised specialized services limited to health, social and/or rehabilitative services that are provided by a governmental agency, their licensed or certified agents or responsible, nonprofit social service corporation. These services shall be provided in a family environment and only to persons who are physically or mentally handicapped, or who are in need of supervision and specialized services. This category shall not include persons released from or under the jurisdiction of a government bureau of corrections or similar institution. The number of residents shall not exceed eight persons or the occupancy capacity of a dwelling as defined by the Pennsylvania Department of Human Services, whichever is less. Supervision shall be provided by responsible adults (professionals) whose number shall be determined as certified by the supporting agency. One responsible adult shall be available for the residence on a twenty-four-hour-a-day basis.
All of the following conditions shall be met to be eligible for a special exception:
A. 
There shall be twenty-four-hour resident supervision by people qualified by training and experience in the field for which the group residence is intended.
B. 
The use shall be licensed under applicable state programs.
C. 
Any medical or counselling services provided shall be done so only for residents.
D. 
The lot on which a group residence facility is located shall be at least 1,000 feet from the lot on which another group residence facility is located (such distance shall be measured to the nearest point on the other lot). This spacing control may be waived or reduced by Council for facilities established prior to the enactment of this regulation.
E. 
For group residence facilities, one off-street parking space shall be provided for each employee and one off-street parking space shall be provided for every four clients.
F. 
All other applicable requirements of the zoning ordinance,[1] building code,[2] fire code,[3] and all other applicable Borough and state ordinances shall be met.

G. 
All group residence facilities will be available for reasonable inspections by appropriate Borough officials.
