From and after the effective date hereof, it shall be illegal to erect, construct, reconstruct, rehabilitate or otherwise alter or change the facade of any building situated on the Township of Stowe street known as "Broadway Avenue" in that section of Broadway lying between the intersection of Broadway and Sixth Street and the intersection of Broadway and Ninth Street, except as permitted by this chapter; it further being understood that the section of Broadway hereinabove described shall be referred to as "the project area" in this chapter.
The terms of this chapter shall not apply to any building in the project area occupied solely for single-family or two-family residence.
No facade in the project area shall be erected, altered, rehabilitated, changed, constructed or reconstructed unless the same shall be done to comport aesthetically with the renovations of facades as heretofore done and made in the project area pursuant to a grant received by the Broadway Development Corporation from the County of Allegheny, said facades aesthetically being architecturally designated as "turn-of-the-century" construction so as to give the appearance of architecture and construction in vogue of that decade of the 19th century beginning January 1, 1890, and ending December 31, 1899.
From and after the effective date of this chapter, no work undertaken pursuant to the terms of this chapter shall be done or made until a permit for said work shall have been received from the Building Inspector of the Township of Stowe pursuant to any and all other ordinances of the Township of Stowe regulating building, renovation, rehabilitation or the like.

Any person who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine not exceeding $1,000, and costs, and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this chapter continues shall constitute a separate offense.
