No owner or occupant of any lot or building in the Village shall cause, or permit any nuisance to be or remain in or upon said lot or building, or between the same in the center of the adjoining street.

Whenever there shall exist any such nuisance and complaint thereof, made to the Mayor, he shall cause a notice to be served upon the occupant or owner of said premises upon which said nuisance exists, requiring that the same be abated within 24 hours after the receipt of such notice. In case of the failure of such owner or occupant to comply with such notice or requirement within the time mentioned therein, the said nuisance may be abated by the Mayor and the charge thereof assessed against the property. Violation of this chapter is punishable by a fine of not more than $250, imprisonment for not more than 15 days, or both such fine and imprisonment.
