A. 
No person shall permit any truck or other vehicle designed to transport flammable or toxic substances, and carrying such substances, to be parked within two hundred (200) feet of any residential zone, except when making a delivery of such substance to a residential dwelling. If any truck or other vehicle is being used to deliver said flammable or toxic substance, it shall be permitted to park in the vicinity of the delivery place only for such time as is necessary to make such delivery.
B. 
Nothing contained within this section shall be construed to prevent any such vehicle from making deliveries of merchandise or other property to the premises on the street along which said vehicle is so parked, nor to prevent the parking of any such vehicle by any public utility company in connection with the construction, installation, operation or maintenance of public utilities, nor to prevent the parking of vehicles attending to an emergency.
C. 
For the purposes of this section, unless another meaning is clearly apparent, the classes of vehicles, hereinabove enumerated shall be defined by the laws of the State of New Jersey, Motor Vehicles and Traffic Regulations, N.J.S.A. 39:1-1.
D. 
Any person violating or failing to comply with any of the provisions of this Article shall, upon conviction thereof, be punishable by a fine of not more than one thousand dollars ($1,000) or by imprisonment for a term not to exceed ninety (90) days, or by both such fine and imprisonment, in the discretion of the Municipal Court Judge. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.

There is hereby established within the Township of Plumsted the Handicapped Parking Enforcement Unit under the supervision of the Senior Law Enforcement Officer of the Township of Plumsted, members of which shall have the full power and authority to issue warnings or summonses for violation of any law, regulation, ordinance or resolution pertaining to illegal parking in restricted parking spaces for the handicapped within the Township of Plumsted. Such unit shall concentrate its enforcement activity to include, but not limited to, all business establishments and municipal parking areas within the Township; however, its powers as set forth herein shall not be restricted to those areas. Members of the Handicapped Parking Enforcement Unit shall:
A. 
Have no criminal record as a result of the state criminal history record background check through the State Bureau of Identification, Division of State Police, Department of Law and Public Safety;
B. 
Be a resident of the Township of Plumsted:;
C. 
Be at least eighteen (18) years of age;
D. 
Successfully complete a course of instruction designed to prepare such person to properly fulfill his/her responsibilities, such course of instruction to fulfill the requirements of N.J.S.A. 39:4-197.9 et seq.;
E. 
Be provided, at the expense of the Township, with a distinctive uniform on which shall be affixed a special patch designating the function of the member of the Handicapped Parking Enforcement Unit;
F. 
Be subject to the supervision and direction of the Senior Law Enforcement Officer of the Township of Plumsted or his/her designee;
G. 
Receive such compensation as may be provided in the Salary Ordinance of the Township;
H. 
Preference for participation in this program may be given to persons who are handicapped as defined in P.L. 1949, c. 280 (C. 39:4-204, et seq.).

A. 
Except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer, or traffic sign or signal, no operator of a vehicle shall stand or park a vehicle in any of the following places:
(1) 
Within ten (10) feet of a fire hydrant;
(2) 
Within a duly designated fire lane.
B. 
Each violation of this section shall be subject to a fine of twenty-five dollars ($25) for each offense.
