No person shall block or obstruct any street or public right-of-way within the Town of Secaucus with any object, materials, construction materials, dumpsters, or things, regardless of whether the same are placed temporarily or permanently, except in the case of dumpsters which are permitted only if and when a permit or license is issued by the Secaucus Construction Official pursuant to Chapter 70 (Dumpsters/Construction Containers) of the Code of the Town of Secaucus.
The provisions of Article III of this chapter shall be enforced by (1) the Construction Code Official, or (2) the Property Maintenance Officer, or (3) any employee of the Health Department.
Any person violating or failing to comply with any of the provisions
of this Article shall, upon conviction thereof, be punished by a fine
of not more than $1,000. The continuation of such violation for each
successive day shall constitute a separate offense, and the person
or persons allowing or permitting the continuation of the violation
may be punished as provided above for each separate offense.
