The provisions of this article imposing a time limit on parking
shall not relieve any person of the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other
New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets
or parts thereof described in Schedule I attached to and made a part
of this chapter.

No person shall park a vehicle between the hours specified in
Schedule II of any day upon any of the streets or parts of streets
described in said Schedule II attached to and made a part of this
chapter.

No person shall park a vehicle between the hours specified in
Schedule XVII upon any of the streets or parts of streets described
in said Schedule XVII attached to and made a part of this chapter,
except on public holidays and except when such roadways are snow covered
or when the temperature, as announced by the National Weather Service,
is thirty-two degrees Fahrenheit (32° F.) or less one hour before
commencement of the designated no parking hours.

A. No person shall park any commercial vehicle, commercial van, truck
or certain oversized vehicles, as more fully defined below, on any
public street in the Town of Secaucus on any day between the hours
of midnight and 6:00 a.m.
For the purpose of this section, "any commercial vehicle, commercial
van, truck or certain oversized vehicles" shall include, but not be
limited to, the following:

(1) All trucks with commercial license plates, including pickup trucks
with commercial license plates, with a GVW of over 6,500 pounds.
(2) All trucks, including pick-up trucks, with six wheels or more.
(4) Trucks, including pick-up trucks, equipped with racks or other apparatus
designed to transport ladders, pipes, glass, woods, etc. or in any
other way specially equipped to perform or serve a commercial purpose.
(5) Vehicles used for the sale, storage or delivery of food or merchandise.
(6) All vehicles and trucks with commercial signage, logos, etc., except as permitted in subsection
B(1) hereof.
(7) Vehicles with a plow blade.
(8) Buses, including school buses, school minibuses, commuter vans and
vehicles; and motor homes with cooking or bathroom facilities.
(10)
Trailers or any vehicle with an attached trailer.
(11)
Taxis and commercial limousines, or any vehicles with "livery"
or "omnibus" plates.
(12)
Dump trucks of all sizes. For the purpose of this paragraph,
"dump trucks" shall mean a truck type vehicle generally used for transporting
and dumping of loose materials, and has a motorized unit to elevate
the level where materials are placed for disposing such materials.
B. Notwithstanding the foregoing, commercially licensed passenger automobiles,
station wagons, vans, and other motor vehicles that shall meet all
of the following criteria shall not be deemed a "commercial vehicle,
commercial van, truck or certain oversized vehicles:"
(1) Fully enclosed, single chassis, nonsegmented body with driver's seating
area not physically separated from the passenger or cargo area (except
trunk), not more than four wheels, not more than 20 feet long and
seven feet high and not exceeding 6,500 pounds registered gross weight.
(2) Have lettering or advertising of not more than three inch characters
limited to the front door area; and
(3) Have no equipment, ladders, apparatus on the vehicle when parking
overnight in a residential area.
C. Persons may park a boat or motor home otherwise prohibited hereunder
upon being issued a permit by the Secaucus Police Department (at no
charge) to park on a street designated by the Police Department of
the Town of Secaucus for a period not to exceed two weeks and renewable
for additional period(s) of up to one week period(s) provided that
no such boat or motor home shall be issued a permit hereunder in excess
of a total of four weeks in a 12 month period.

D. Resident property owners may park one passenger vehicle, not exceeding
25 feet, with "livery" or "omnibus" plates otherwise prohibited here-under
upon being issued a permit by the Secaucus Police Department, at no
fee to park on a municipal street. Such permit shall be issued to
resident property owners only and for a period not to exceed 12 months.

E.
(1) No person shall cause, suffer, allow, or permit the engine of a diesel-powered
motor vehicle to idle for more than three consecutive minutes if the
vehicle is not in motion.

(2) The provisions of paragraph (a) above shall not apply to:
(a)
Autobuses while discharging or picking up passengers.
(b)
Motor vehicles stopped in a line of traffic;
(c)
Motor vehicles whose primary and/or secondary power source is
utilized in whole or in part for necessary and definitively prescribed
mechanical operation other than propulsion, passenger compartment
heating or air conditioning;
(d)
Motor vehicles being or waiting to be examined by state or federal
motor vehicle inspectors;
(e)
Emergency motor vehicles in an emergency situation;
(f)
Motor vehicles while being repaired;
(g)
Motor vehicles while engaging in the process of connection,
detachment or exchange of trailers; or
(h)
Motor vehicle manufactured with a sleeper berth while being
used, in excess of 2,500 feet from any residential property line,
by the vehicles operator for sleeping or resting.
F. Any person who violates any provision of this section 127-8B(E) shall,
upon conviction thereof, be subject to a fine not exceeding $1,000
or imprisonment for a period of time not exceeding 90 days; or a period
of community service for a period not exceeding 90 days.

No person shall stop or stand a vehicle at any time upon any
of the streets or parts thereof specified in Schedule III attached
to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit
shown in Schedule IV at any time between the hours listed in said
Schedule IV of any day, except Sundays and public holidays, upon any
of the streets or parts of streets described in Schedule IV attached
to and made a part of this chapter.
No person shall park a vehicle in any of the off-street parking
areas described in Schedule V for a period of time longer than the
time limit listed during the hours restricted in Schedule V attached
to and made a part of this chapter.

No person shall stop or stand a vehicle or truck weighing over
four tons at any time upon any of the streets or part thereof described
in Schedule XVII attached to and made a part of this chapter.
