It shall be the duty of the owner of every parcel
of real property abutting a public sidewalk to keep such sidewalk
free and clear from snow and ice.
Whenever the owner of a parcel of real property
abutting a public sidewalk fails to remove snow and ice therefrom
within 12 hours following the end of a snowfall or within four hours
after written notice by the Superintendent of Public Works to the
owner to remove same, the Superintendent of Public Works shall have
the right to remove such snow and ice from such sidewalk, and the
expenses incurred by the Village for labor, equipment and materials
shall be billed to the owner. If such bill is not paid within 30 days
from issuance, the expense incurred by the Village shall be assessed
against the property and become a lien thereon collected in the same
manner as delinquent Village taxes.
In the event that snow and ice on any public
sidewalk shall be frozen so hard that they cannot be removed without
injury to such sidewalk, the owner of such property abutting such
sidewalk shall strew the same with salt, sand, sawdust or other suitable
material and in such a manner as will render such sidewalk safe for
pedestrian traffic. As soon as practical thereafter the owner shall
clear such sidewalk of snow, ice and other materials strewn thereon.
The owner of any building or other structure
abutting a public sidewalk shall not cause, allow or permit snow,
ice or water to fall therefrom onto said public sidewalk.
