No Town officer and no salaried employee of the Town or any
agent of any officer or employee shall sell materials or supplies
or furnish labor to the Town, by contract or otherwise, without permission
of the Chief Procurement Officer or other board authorized to purchase
or otherwise secure materials, supplies and labor for the Town, expressed
in a vote which shall appear on the records of such board with the
reason therefor. All such contracts or agreements shall be made or
awarded, as far as is practicable, in such a manner as to secure reasonable
competition.
