The Mayor and Borough Clerk are authorized to execute an Interlocal Service Agreement with the Board of Health of the Borough of Wanaque regarding health services which are more specifically set forth in a certain proposed agreement which is on file in the Office of the Borough Clerk, 60 Margaret King Avenue, Ringwood, New Jersey, and is available for public inspection during regular business hours.

a. 
The Borough of Ringwood is obligated to provide drug and alcohol testing and other services with respect to persons with CDL licenses under the Federal Omnibus Transportation Act of 1991.
b. 
The County of Passaic is willing to enter into an agreement with the Borough to perform such services.
c. 
An agreement authorizing the County of Passaic to perform the aforesaid services is approved and the appropriate Municipal Officials are authorized to prepare an appropriate contract.

a. 
This agreement was made and entered into on March 27th, 1996 by and among the Borough of Bloomingdale, City of Clifton, Borough of Haledon, Borough of Hawthorne, Borough of North Haledon, Township of Little Falls, City of Passaic, City of Paterson, Borough of Pompton Lakes, Borough of Prospect Park, Borough of Ringwood, Borough of Totowa, Borough of Wanaque, Township of Wayne, Township of West Milford, and Borough of West Paterson, which are all municipal corporations of the State of New Jersey.
b. 
The parties hereto are geographically located in the County of Passaic, in the State of New Jersey.
c. 
It is to the mutual advantage and benefit of the parties hereto that each of the other parties agree to render supplemental emergency medical assistance in the event of an emergency or disaster of a magnitude that has developed or appears to develop beyond the control of a single party which, therefore, requires the forces of one or all of the other parties hereto.
d. 
Authority is granted to provide first aid, ambulance or rescue squad assistance outside the normal territorial jurisdiction of the municipality by N.J.S.A. 26:2K-61 and as otherwise provided by law.
e. 
In consideration of the mutual covenants, the parties hereto agree as follows:
1. 
In the event of an emergency, or disaster, which is beyond the control of the facilities of one of the municipal parties hereto, the other municipal party agrees, upon request, to furnish emergency medical service assistance in coping with such an emergency or disaster to the party requesting such assistance upon either an actual or standby basis. The extent of assistance to be furnished under this agreement shall be determined solely by the municipal party furnishing such assistance and the assistance so furnished may be recalled at the sole discretion of the furnishing party.
2. 
Details as to methods of requesting mutual assistance and the names of persons authorized to send and receive such requests will be covered by correspondence between the governmental agencies and the departments thereof.
3. 
Emergency medical personnel commanded by their superior authority to perform duties outside the territorial limit of the municipality which regularly employs such emergency medical personnel shall be under the direction and authority of the local commanding emergency medical service officer of the municipality to which they are called to assist. They shall be emergency medical personnel thereof, and shall have the same powers and authority as have the members of the emergency medical service and the municipality in which such assistance is being rendered. Personnel who are furnished will work as far as possible under their own supervisors, and equipment furnished will ordinarily be operated by personnel of the agency furnishing the equipment.
4. 
It is mutually understood and agreed that the provisions of the agreement will be invoked only when, in the opinion of the incident commander or other person in charge of public safety of the party requesting assistance, it is necessary to request outside assistance because the normal facilities at their command have been exhausted and outside assistance is needed to control and suppress an emergency or disaster.
5. 
It is mutually understood and agreed that the municipality supplying the equipment and personnel has the sole responsibility for any injuries to their personnel or damage to their equipment.
