It shall be unlawful for any person to make, continue or cause to be made or permitted any unnecessary or disturbing noise, which either annoys, injures or endangers the comfort, repose, health or safety of others.

No person shall:
A. 
Maintain or operate in any public building or upon any premises in the Township any radio, television, music or sound-amplifying device or mechanical musical instrument or device of any kind:

(1) 
Whereby the sound therefrom is cast directly upon the public streets or places where such device is maintained and operated for advertising purposes;
(2) 
Whereby the sound therefrom is for the purpose of attracting the attention of the passing public or which is so placed and operated that the sounds coming therefrom can be heard to the annoyance, disturbance or inconvenience of travelers upon any street or public places; or
(3) 
Whereby the sound therefrom creates a noise disturbance across a real property boundary or of persons in neighboring places between the hours of 10:00 p.m. and 7:00 a.m. Requests for a permit for the use of such devices for any of the purposes above, or to utilize such devices between the hours prohibited, must be made, in writing, to and thereafter approved by the Township Committee of the Township of Raritan. All requests must include the location of the property, the requested hours of operation, and any other information to reasonably and sufficiently justify the Township Committee's consideration of same. If so requested, any applicant for a permit may be required to appear before the Township Committee in support of the permit request.
B. 
In conducting any building operation, between the hours of 10:00 p.m. and 7:00 a.m., operate or use any pile apparatus, the use of which is attended by loud or unusual noise, except by written permission of the Township Committee and then only in case of emergency.
C. 
Permit or cause the emission of steam or other gases, if such emission cannot be done without the production of unnecessary or disturbing noises.
D. 
Operate or cause to be operated any blower or power fan, or any refrigeration or air-conditioning units, the operation of which causes noise due to the explosion of operating gases, fluids or steam, unless the noise from such blower, fan, refrigeration or air-conditioning unit is muffled and such units are equipped with a sound muffling device sufficient to deaden such noises, so that the same shall not cause annoyance and disturbance to the public or disturb the rest and quiet of persons residing or occupying property near enough thereto to be annoyed or disturbed by such blower, fan, refrigeration or air-conditioning unit.
E. 
It shall be unlawful for the owner of any fowl, dog or other animal, or for any other person possessing or harboring upon his premises any fowl, dog or other animal, to cause or permit the barking, howling, crying or making of other sounds or noises by any such fowl, dog or other animal so as to cause annoyance or disturbance to the public or annoy and disturb the rest and quiet or endanger the comfort, repose, health or safety of others.
F. 
Conduct construction, repair, demolition, excavation, alterations or commercial lawn maintenance other than between the hours of 7:00 a.m. and 8:00 p.m., Monday through Saturday. Construction, repair, or alteration work conducted by a home dweller on his own property and commercial lawn maintenance are exempted from the Sunday prohibition, with work to be limited to the hours of 8:00 a.m. through 8:00 p.m. only. The provisions of this subsection shall not apply to emergency repairs or situations.
