As used in this chapter, the following terms
shall have the meanings indicated:
DEALER
Any person, partnership or corporation who, through any means,
buys or sells secondhand gold, silver, precious metals or jewelry,
but not limited thereto, and includes anyone advertising the purchase
or sale of any of the aforementioned items.
MINOR
Any person under the age of 18 years.

Notification of purchase or sale shall be required.
Each licensed dealer shall deliver to the Montvale Chief of Police,
on a weekly basis, the detailed description of all items purchased,
received or sold on forms prescribed by the Chief of Police.

Each dealer must require a valid state- or federal-issued
driver's license bearing a photograph or other government-issued form
of identification bearing a photograph of the person with whom he
is transacting business subject to this chapter.

Violations of this chapter shall be punished as set forth in Chapter
1, Article
I, General Penalty.
This chapter shall take effect upon publication
and final passage as provided by law.
