There shall be in and for the Borough of Montvale a Board of Health in accordance with N.J.S.A. 26:3-1 et seq. (Title 26, Chapter 3, Local Boards of Health).

Said Board of Health shall consist of five members. The initial members of the Board shall be appointed for the following terms: two members shall hold said office for one year; one member shall hold said office for two years; one member shall hold said office for three years; and one member shall hold said office for four years. There shall also be appointed two alternate members. Appointment shall be made by the Mayor with the advice and consent of the Borough Council. All members of said Board thereafter appointed shall hold said office for the term of four years, except in the case of vacancies; vacancies shall be filled for the unexpired term.
Said Board of Health shall adopt rules and regulations for its own government and shall elect a President from among its own members.

Said Board of Health shall appoint a Registrar of Vital Statistics, Secretary and Health Officer, and they may also appoint such other officers or assistants as said Board of Health may deem necessary; all appointees of said Board of Health shall be governed by the rules of said Board, and they may be removed for cause by said Board.
Said Board of Health shall not contract any debts of any kinds beyond the amount of the appropriations first made for its use by the Mayor and Council.
This chapter shall go into effect on the 12th day of July 1902.
