This article shall be known as the "Lower Windsor Township Park Rules Ordinance" and shall apply to all designated Township parks and recreation areas.
All outdoor recreation facilities shall be open to the public between dawn and 9:00 p.m., prevailing time, throughout the year, unless permitted otherwise for special events or by permit. Notwithstanding the foregoing, the use of lighted outdoor facilities such as basketball and volleyball courts, but not including pavilions, shall be permitted until 11:00 p.m., prevailing time.
Possession or use of alcoholic beverages, illegal drugs or narcotics are prohibited.
Boisterous, immoral or indecent conduct is prohibited.
The damaging, destroying or marring of equipment or property is prohibited.
All trash, garbage and refuse material arising out of the use of the park and recreation areas shall be placed in the containers provided for this purpose, or removed from the site.
Open fires shall be permitted only in charcoal grills or other facilities provided for such purposes. Hot coals, ashes or other by-products of said fires must be disposed of in the facilities provided for this purpose.
The soliciting, posting of signs, distribution, sales, servicing or rental of any supplies or equipment is prohibited. Such activities shall be conducted only by persons authorized and licensed to perform such functions by the Board of Supervisors of Lower Windsor Township.

Use or discharge of any type of firearm, air gun, slingshot or explosive device is prohibited, except when permission is given by permit.
Use of the recreational activities shall be restricted to the locations for which such type activity is designed by the physical improvements erected on the premises or by the appropriate posting of signs designating these uses.
Applications for advance scheduling for use of the Township recreation facilities shall be directed, in writing, to the Lower Windsor Township office and permissible only upon approval.
The use of motorized vehicles, except for licensed motor vehicles on areas designated as driveways or for parking during the time when recreational facilities are open to the public and for Lower Windsor Township maintenance vehicles, within Lower Windsor Township recreation facilities is prohibited, except by special permit. The term "motorized vehicle" shall include, but not be limited to, licensed motor vehicles as defined in the Pennsylvania Motor Vehicle Code,[1] trail bikes or dirt bikes, all-terrain vehicles (three- or four-wheeled), snowmobiles and golf carts.

The speed limit in all parking areas shall not exceed 15 miles per hour.
Any person, firm or corporation who shall violate any provision of this article, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
The appropriate Township officials or employees are hereby authorized to procure and erect signs at all Township recreational facilities showing all rules and regulations for their use.
Pets shall be kept on a leash at all times within Township recreational facilities. The owner or person handling such pet within a Township recreational facility shall remove any and all fecal matter deposited by said pet while within the Township recreational facility.
The use of recreational facilities owned by Lower Windsor Township for golf practice is prohibited, except by special permit.

Except when specifically permitted pursuant to § 300-19 of this article, the use of a horse or horses in Township parks or recreation areas for horseback riding or any other purpose is prohibited.
Use of animals at events held at a Lower Windsor Township recreation facility shall be permitted only by prior permission of the Lower Windsor Township Manager or his or her designee. The person responsible for such animals shall clean the area of the facility used following any such event using animals, and all animals will be kept and treated in a humane manner.
This article shall become effective five days after date of enactment as provided by law.
