A quorum of the Board of Trustees is three members present.
The agenda of every meeting will be prepared by the Clerk/Treasurer at the direction of the Mayor. The Mayor, any Trustee, the Clerk/Treasurer, and the Supervisor of Public Works may have an item placed on the agenda. When possible, items for the agenda should be submitted to the Clerk/Treasurer by 12:00 noon on the Thursday before the scheduled meeting, although items may be placed on the agenda at any time, including during the meeting.
Minutes will be taken by the Clerk/Treasurer, or the Deputy Clerk/Treasurer in the absence of the Clerk/Treasurer. The minutes will include attendance of all present, any Board members absent, a record of reports and communications discussed, and sufficient summary information leading up to any actions taken by the Board.
A. 
The Mayor will preside at meetings, with the Deputy Mayor presiding in the Mayor's absence.
B. 
A member will not be limited in the number of times that (s)he may speak on a question.
C. 
Motions to close or limit debate require a two-thirds vote.
D. 
Public comment will be conducted such that:
(1) 
Speakers must be recognized by the presiding officer and they must give their name, address and organization (if any).
(2) 
Speakers must limit their comments to five minutes on a given topic and may not yield any remaining time to another speaker.
(3) 
All remarks are to be addressed to the Board members as a group only.
(4) 
Board members may interrupt a speaker for purposes of clarification or additional information.
(5) 
Speakers must observe commonly accepted rules of courtesy and decorum.
