A. 
If an application is received from a person or agency that is not the property owner, a notarized, written notice must be submitted to the Planning Board from the property owner designating the agent responsible for the application and be included with the application. If the agent representing the applicant changes during the course of the review, a written, notarized notice of such change must be received by the Planning Board. The authority to represent the applicant will rest with the prior agent until such notification is received.

If an agency is the property owner, a responsible agent must be named on the application. A. 
A completed application with all forms, maps and materials, as described in Chapter 135, Zoning, for the respective type of application review must be submitted in order to be placed on the meeting agenda for discussion.
B. 
The completed application must be submitted to the Code Enforcement Office at least two weeks prior to the scheduled Planning Board meeting so that it can be forwarded to the Village Clerk/Treasurer at least 10 days prior to the scheduled meeting in order for it to be placed on the meeting agenda. The Planning Board members must receive the application at least one week prior to the scheduled meeting.
C. 
At the next scheduled meeting of the Planning Board, the Planning Board will determine if the application is complete.
(1) 
A "complete application" is defined as one that contains all of the information that the Planning Board deems to be necessary in order to render a decision on the application.
(2) 
If the application is deemed to be incomplete, the Planning Board will issue a letter to the applicant requesting additional information and/or documentation.
(3) 
No action will be taken on the application, and no time clock will be started, until the Planning Board deems the application complete.
A. 
Once the Planning Board has determined that the application is complete, the Planning Board will verify the application's status under SEQR (Type I, Type II, or Unlisted Action) and will notify the applicant of any further documentation required to complete the SEQR process.
B. 
The SEQR process must be completed prior to rendering a decision on the application.
Although the Planning Board may choose to do so, it is not required to render a decision on an application at the same meeting that the application is deemed complete. The Planning Board may consult with outside agencies and experts before rendering a decision.

The Zoning Board of Appeals shall review all variances unless the Zoning Board of Appeals requests variance review by the Planning Board.
