It shall be unlawful for a person to make, continue or cause
to be made or continued any loud, unnecessary or unusual noise or
any noise which does or is likely to annoy, disturb, injure or endanger
the comfort, repose, health, peace or safety of others.
Any person, firm or corporation residing in or doing business in the Borough of Roselle may apply for permission to operate a loudspeaker or sound amplifier with the Borough Clerk upon 48 hours' notice of the date on which the use of the loudspeaker or other sound amplifier is intended to be used. Application information can be found at §
295-12 of this Code.
Use of domestic power tools, lawn mowers, automobile tools and
agricultural equipment, when operated with a muffler, shall be restricted
to the hours between 7:00 a.m. and 8:00 p.m. on weekdays (excluding
legal holidays), and shall be restricted to the hours between 8:30
a.m. and 8:00 p.m. on weekends and legal holidays.
Owning, possessing or harboring any animal or bird that frequently or for a continuous duration makes a sound that creates a noise disturbance as defined in §
295-9 of this Code is hereby prohibited.
Testing of any emergency signaling device shall take place at
the same time of the day for each test and shall be performed during
the hours between 10:00 a.m. and 5:30 p.m. and shall not exceed 30
seconds. Emergency warning/signaling devices shall be maintained in
good repair to prevent repeated accidental alarms.
