A. 
It shall be unlawful for any person, contractor, or entity who owns, leases, maintains, or controls any property adjacent to a public street or public right-of-way, including the paved sidewalk or paved street, to place or allow ice, snow, garbage, limbs, branches, brush, leaves, debris, water which turns to ice, or any other materials and objects, including recreation and decorative items, in the public street or public right-of-way which may result in the creation of conditions which may cause harm, injury, or damage to any person or property using the said public street or public right-of-way or which in any way could interfere, inhibit, or otherwise block, impede, or obstruct the flow of traffic.
B. 
This article shall not be construed to conflict with lawful and scheduled waste disposal and collection or snow removal pursuant to Borough ordinances and regulations.
C. 
Any person, contractor, or entity who violates or neglects to comply with the provisions of this section or any rule or regulation promulgated thereto shall upon conviction be subject to the penalties provided in § 1-16 of Chapter 1.
