A. 
No person shall park a vehicle upon any of the streets within the Borough of Ridgefield during the applicable days and hours of restrictions as set forth below unless such person shall be a resident of the Borough of Ridgefield and shall have registered his or her vehicle in the electronic residential parking program.
(1) 
Restrictions on parking. On any Borough street between the hours of 1:00 a.m. and 10:00 a.m., Monday through Sunday.
B. 
All alternate side of the street parking ordinances, either currently or subsequently adopted by the Borough, shall remain in full force and effect.
C. 
This article shall be enforced by the Police Department of the Borough of Ridgefield.
D. 
Rules and regulations. The following rules and regulations shall apply to the Borough of Ridgefield electronic resident permit parking program:
(1) 
An electronic resident parking permit will be issued to the resident owner or lessee of a vehicle in accordance with the terms and conditions of this section. The vehicle must be owned or leased by a person residing in the Borough of Ridgefield.
(2) 
Proof of residency of the owner or lessee of a vehicle must be presented when applying for an electronic permit. The following is acceptable proof of residency and one from each subsection must be provided:
(a) 
A copy of a valid New Jersey driver's license reflecting his/her address in the Borough of Ridgefield; and
(b) 
A copy of a valid New Jersey motor vehicle registration for the vehicle for which the permit is sought, showing his/her address in the Borough of Ridgefield along with a copy of a valid automobile insurance policy showing all vehicles listed on the policy to that address or a copy of a valid insurance card for the vehicle in question. In the case of a vehicle leased and used by a Ridgefield resident, a copy of a valid motor vehicle registration and a copy of the automobile lease shall be presented to the Police Department in lieu of the New Jersey motor vehicle registration. All documents need to be uploaded to the parking application portal; and
(c) 
A current PSE&G bill, Veolia Water bill, or lease agreement. If the last name of the individual is different than that on the current PSE&G bill, Veolia Water bill, or lease agreement, the applicant must provide copy of birth certificate showing name listed on above;
(d) 
In lieu of the above required documents, the Borough Administrator or the Chief of Police or his designee may, in their reasonable discretion, accept such other form of documentary proof of the residency of the owner of the vehicle.
(3) 
Residents will be notified by email once review of submitted documents is completed and approved.
(4) 
The Chief of Police or his designee shall have the authority to issue temporary resident permit parking placard to persons claiming to be residents of the Borough but who have not yet changed their license or their motor vehicle registration to reflect the Ridgefield address and to any resident holding a current resident permit but whose car has been stolen or incapacitated and who is driving a temporary vehicle. The temporary sticker shall be valid for a period not to exceed 30 days, at which time the resident must apply for and obtain an electronic parking permit by presentation of the proofs of residency set forth in Subsection D(2) above, in the case of new residents, and the temporary permit shall expire in the case of a temporary vehicle. Temporary permit parking placards can be issued to healthcare workers to render in-home care. Said permit must be renewed monthly at no cost.
(5) 
Contractors, service, and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering service to a residence within the permit parking area.
(6) 
Emergency vehicles and public service, telephone, and other public utility vehicles may park within the permit parking area during the time they are rendering service or repairs within the area.
E. 
Visitor permits. Residents can buy electronic parking visitor passes in five or 10 packs. Each pass will be good for only three days. The maximum number of passes that a resident can buy is 20 per year.
F. 
Business permits:
(1) 
Business establishments located in the Borough of Ridgefield may obtain electronic business permits for any nonresidential employee of such business establishment who commutes to work by automobile in accordance with the provisions of this section. Ridgefield business establishments shall be deemed to include the Borough of Ridgefield and the Board of Education of the Borough of Ridgefield. Said permits to be valid only during normal business hours. In order to obtain such permits, the business establishments must present a certified letter to the Police Department verifying that there is no adequate off-street parking for the employee. The letter shall list the name of the employee, the vehicle identification number and license plate of the vehicle, the driver's license number, the employer and such other information as may be required by the Police Department.
(2) 
All written requests for business permits shall be executed by a responsible officer of the employer (or the Chief in the case of the Borough of Ridgefield or the Superintendent in the case of the Ridgefield Board of Education). The Police Department shall be entitled to obtain periodic verification of all relevant information and shall have the power to invalidate or not renew any business permit issued pursuant to this section if the information indicates nonentitlement to the business permit or requested information to verify entitlement is not furnished.
(3) 
These permits shall be issued in the discretion of the Police Department.
(4) 
The cost of business parking permits shall be $10 per year per person per car.

G. 
Churches and houses of worship. Persons attending worship services at church or other houses of worship may park their vehicles on Borough streets in contravention of the provisions of this article, but solely for the purpose of, and only during the times at which, such persons are actually attending church and/or other organized religious worship services. Such church or other house of worship shall register with the Police Department, and shall thereafter be authorized to prepare placards, to be placed on the driver's side dashboard of a car, with words indicating "IN CHURCH SERVICES," and stating further the name and address of the church or other house of worship. Parking shall be permitted under this section only with such a placard affixed in the dashboard of the vehicle in question and is to be utilized only during the time of actual church or other house of worship services. Any deviation from the above procedures shall constitute a violation of this article. The Borough reserves the right to revoke the privileges of any church or other house of worship whose members utilize the placard to park a vehicle for purposes other than attendance at church or other house of worship services.
H. 
Fees. Resident permits will be issued free of charge. Visitor parking permits can be purchased in bundles. Each visitor pass will be good for three days. A five visitor pass bundle fee is $20. A 10 visitor pass bundle will be $40. Any resident can buy up to 20 visitor passes per year. Permits for all nonresident Borough employees and Board of Education employees will be charged $5 per year.
I. 
Terms of permits. Resident permits expire two years from the date of issuance and must be renewed prior to the expiration date. Ridgefield Board of Education and business permits must be renewed annually.

K. 
Further rules and regulations. The Mayor and Council are hereby authorized to formulate by rules and regulations pertaining to this article as deemed necessary and proper to aid and supplement in the operation of same. The Police Department shall have the power to issue summonses for violation of the article.

A. 
Any vehicle parked without a valid resident permit or business permit shall be subject to a parking fine of $48 for each part of a twenty-four-hour period that said vehicle is parked in violation of this article. Persons in possession of residential or business permits who misuse them are subject to revocation of the permit for up to one year and a fine of $100. Any vehicle parked with a counterfeit permit shall be subject to a fine of $250. Any vehicle parked with an expired permit shall be subject to a fine of $48.

B. 
Any vehicle parked in violation of this article after 72 hours shall be towed at the owner's expense.
