The City of Kingston hereby adopts the Equal Employment Opportunity
and Affirmative Action Plan as follows, known as the "City of Kingston, New
York, Equal Employment Opportunity and Affirmative Action Plan."
The purpose of this plan is to provide, in accordance with the Federal
Civil Rights Act of 1964, as amended by the Federal Equal Employment Opportunity
Act of 1972, equal opportunity in employment for all qualified persons, to
prohibit discrimination in employment for all qualified persons, to prohibit
discrimination in employment because of race, creed, religion, color, national
origin, sex and age and to promote the full realization of equal employment
opportunity through a positive and continuing program.
It shall be the duty of the Mayor, as chief elected executive officer
of the City of Kingston, to adhere to and promote the policies and requirements
of equal employment opportunity throughout the community. He shall make every
effort to hire the best qualified individuals to fill vacancies in the professional
and nonprofessional areas of the city government and to appoint, likewise,
qualified individuals to those nonpaid positions on executive boards and commissions.
In achieving this goal, the Mayor shall reach out to every segment of the
population, regardless of race, creed, religion, color, national origin, sex
and age and not restrict recruitment efforts in any manner.
The Commission on Human Rights shall perform the duty of assuring compliance
with this plan and applicable equal employment opportunity legislation and
hereby constitutes the Equal Employment Opportunity Committee on behalf of
the City of Kingston, New York. In the conduct of its activities pursuant
to such designation, the Committee shall be responsible for:
A. Providing a continual review of minority employment data.
B. Ensuring that the work force composition data from all
city departments is complete and current.
C. Initiating and maintaining contact with local educational
institutions for potential future employees.
D. Maintaining an association with minority group organizations
to gather suggestions concerning improved employment opportunities.
E. Promoting federal and state programs that contribute
to the development of a supply of minority group applicants.
F. Instituting public relations efforts in recognizing individual
accomplishments.
G. Maintaining contact with municipal, county and state
civil service departments in an effort to coordinate, update and improve equal
employment opportunity programs.
H. Receiving employment discrimination complaints and resolving
cases in an equitable, efficient and satisfactory manner.
I. Promoting employee training, opportunities for advancement
and upward placement of qualified individuals.
