The purpose of the Environmental Advisory Council (hereinafter referred to as "EAC") shall be to advise Media Borough Council and the Borough of Media's committees, and to educate the citizens of the Borough of Media on matters that affect the quality of the environment in the Borough, including those relating to the protection, conservation, management, promotion, and use of natural resources, including air, land and water resources located within the Borough of Media territorial limits.
A. 
The Environmental Advisory Council (EAC) shall be composed of seven residents of the Borough of Media.
B. 
EAC members shall be appointed in accordance with the following procedures:
(1) 
All members shall be appointed by the Media Borough Council.
(2) 
Members' terms of office shall expire on the first Monday in January following the last year of their term of office.
(3) 
Appointed members shall serve a term of three years, except that initial appointments shall be staggered so that two members shall be appointed for a one-year term, two for a two-year term and three for a three-year term. The Chair of the Environmental Advisory Council shall promptly notify the Borough Council concerning vacancies, and such vacancies shall be filled for the unexpired term.
(4) 
The Chair of the Environmental Advisory Council shall be elected by EAC membership.
(5) 
One member of the Environmental Advisory Council shall be a liaison to the Planning Commission, one shall be liaison to the Shade Tree Commission and one shall be liaison to the Recreation Board.
(6) 
The EAC may establish an Associate Member Program. Associate members will have no vote but may participate in all other EAC activities and serve on standing and special committees. Such members shall be appointed by Borough Council.
(7) 
EAC members and associate members shall receive no compensation for their services but may be reimbursed for expenses actually and necessarily incurred by them in the performance of their duties within the limit of appropriations approved by Borough Council.
The Environmental Advisory Council shall have the following powers subject to the following limitations:
A. 
Identify environmental problems that affect the air, land, water and other natural resources in the Borough of Media.
B. 
Recommend plans and programs to Borough Council and Borough of Media Committees/Boards for the promotion and conservation of the natural resources and for the protection and improvement of the quality of the environment in the Borough of Media.
C. 
Make recommendations as to the possible use of open land areas in the Borough of Media.
D. 
Promote a community environmental program.
E. 
Keep an index of all open areas, publicly or privately owned, including flood-prone areas, swamps and other unique natural areas, for the purpose of obtaining information on the proper use of those areas.
F. 
Advise Borough Council, Borough of Media committees/boards, including the Planning Commission and Recreation Board, in the acquisition of both real and personal property by gift, purchase, grant, bequest, easement, devise or lease, in matters dealing with the purposes of this chapter.
G. 
Undertake such environmental tasks as requested by Media Borough Council.
The EAC shall keep records of its meetings and activities and shall make an annual report to Borough Council.
The Media Borough Council may, from time to time, appropriate funds for the expenses incurred by the Environmental Advisory Council. These expenses shall be for costs relating to administrative, clerical, printing and legal services as may be required.
