The Borough of Conway adopts, for the purpose of establishing rules and regulations for the maintenance of all structures, including administration, enforcement and penalties, the property maintenance code known as the "2006 International Property Maintenance Code" or the latest version of the same as published by the International Code Council, with the following amendments thereto applicable:
A. 
Section 101.1 shall now read: "These regulations shall be known as the 'Property Maintenance Code of the Borough of Conway,' hereinafter referred to as 'this Code.'"
B. 
Section 102.3 shall now read: "Nothing in this Code shall be construed to cancel, modify or set aside any provision of the existing building or zoning codes of the Borough of Conway."
C. 
Section 102.7 shall now read with the addition of the following sentences: "Nothing in this Code shall be construed to cancel, modify or set aside any provision of the existing building or zoning codes of the Borough of Conway. Furthermore, the reference to Chapter 8 shall apply to the extent that that chapter does not reference other International Codes."
D. 
Section 103.5 shall now read with the addition of the following sentence: "The Schedule of Fees attached hereto as part of the Property Maintenance Code of the Borough shall be amended by resolution in the future."[1]

E. 
Section 104.4 shall now read with the addition of the following language:
"Without reason or as a result of a formal complaint being submitted to the Borough or the Borough Police Department, the Code Official or Borough Agent shall attempt to schedule an inspection of the property with the record property owner by written request and by posting the property. If the record owner is uncooperative, the Borough shall be enabled to act as set forth in this section."
F. 
Section 104.7 shall now read with the addition of the following language:
"The Code Official shall provide copies of all records to the Borough Secretary."
G. 
"Section 108.1.2 shall now read:
"Unsafe equipment includes, but is not limited to items such as...."
H. 
"Section 111.2 shall now read as follows:
"The Board of Appeals shall consist of at least three members of the Borough Planning Commission."
I. 
Section 112.2.1 shall be deleted.
J. 
Section 202 shall now read with the following definitions included:
APPOINTING AUTHORITY
The Council for the Borough of Conway.
RUBBISH
The definition shall be extended to include household appliances and upholstered furnishings not designed, manufactured or intended for exposure to the elements.
K. 
Section 302.4 shall be amended to set six inches as the height requirement for action against plant growth.
L. 
Section 303.2 shall be deleted in favor of the following language:
"Reference to Section 521 of the Borough of Conway Code of Ordinances delineates the requirements for enclosures."[2]

M. 
*Section 304.14 shall be amended to define the period of time during which screens are required as May through September.
N. 
*Section 602.3 shall be amended to define the period of time during which the structure's heat supply must be made available as October through April.
O. 
*Section 602.4 shall be amended to define the period of time during which the occupiable work spaces shall be supplied with heat as October through April.
