Editor's Note: Former Art. I, Superintendent of Borough Maintenance, adopted 2-23-1968 (Sec. 1 of Art. II of Ch. 3 of the Codified Ordinances), which immediately preceded this article, was repealed at time of adoption of Code (see Ch. 1, General Provisions, Art. II).

There is hereby created within the Borough of Sea Bright the position of Director of Recreation, who shall be appointed at the Council's reorganization meeting in January for a term of one year by the Mayor with the advice and consent of the Council as prescribed by law. This position is to be a part-time position at a rate of pay to be set by the governing body.

Subject to the supervision and direction of the Mayor and Council, the Director shall supervise and direct the recreational activities of the Borough and administer such activities with the aid and advice of the Recreation Committee. The functions of the Director shall be as follows:
A. 
Recreation. Planning, operation and coordination of recreation programs and services, community centers, cultural affairs, group activities and special events for which a special event permit has been issued pursuant to Chapter 179 of this Code.

B. 
Maintenance and operation of all Borough-owned or operated community centers, parks, play fields and playgrounds.
C. 
Maintain records that may be required to control departmental receipts, property and personnel, to evaluate programs and to provide information for budget, public reporting, planning and financing of recreational programs.
D. 
Plan and develop public recreational areas and facilities and promote and direct a year-round program of leisure activities for children, youth and adults of the Borough and stimulate the constructive use of leisure time of residents of the Borough.
E. 
The Director shall make advisory recommendations as to approval or disapproval of any requests made to the Mayor and Council of public funds, donations and contributions to any civic, charitable or nonprofit group in the Borough for recreational activities, special events and similar activities. If the Mayor and Council grant any such requests for funds or donations, the Director shall be required to obtain from each recipient an itemized accounting of all the disbursements and shall report such accounting to the Mayor and Council.

The Recreation Committee shall control and care for all lands, playgrounds and recreation places in a safe and wholesome condition for youth and may adopt civil rules, regulations and bylaws for the conduct of all persons while on or using such property.
Any persons who shall violate any such rules, regulations or bylaws shall be adjudged to be a disorderly person.
The appointment of the Director of Recreation may be terminated upon a majority vote of the full Council, such termination to take effect immediately after such a vote by Council.
