[Adopted 2-23-1968 (Art. 3 of Ch. 13 of the Codified Ordinances)]
It is hereby declared and determined that the adoption of this article is necessary in the exercise of the police power of the Borough to subserve the following purposes:
A. 
To avoid congestion and panic in the event of fire or other public emergency or catastrophe.
B. 
To provide the Fire Department of the Borough speedy and uninterrupted access to and from all streets, business and mercantile properties.
C. 
To prevent the establishment and creation of obstructions, hazards and other nuisances on the public streets and sidewalks.
D. 
To prevent the contamination and deterioration of foodstuffs and other merchandise by open display in the public streets.
As used in this article, the following terms shall have the meanings indicated:
PERSON
Includes individuals, partnerships or corporations and any other legal entity.
From and after the adoption of this article, no person shall display, store or otherwise place upon, in or over the sidewalks, streets and other public ways of the Borough, goods, merchandise, chattels or other personal property; nor shall any person being owner or tenant of any store, business, mercantile property or establishment display, store or otherwise place upon in or over the entrances to and exits from any mercantile property or business or any premises used in the prosecution of a business, goods, merchandise, chattels or other personal property, except while loading or unloading goods or merchandise from trucks or other vehicles which shall be done with reasonable expedition.

Penalties for violations of this article shall be as provided in Ch. 1, Article I, General Penalty, unless otherwise specified.
