The City Council presently maintains a facility commonly known as the "Northwest Community Center," which is located at 520 North Grand, El Reno, Oklahoma, which is available for use by the public under the following conditions and regulations, as set out in this article, which shall be followed.
A. 
The building shall be returned in the same condition as it was when issued. A rental fee is required as well as a cleaning deposit, which will be returned with satisfactory cleaning; and such fees shall be set by resolution.

B. 
Chairs and tables shall be set up as they were when the building was rented.
C. 
Floors shall be swept and damp mopped.
D. 
Organizations shall provide trash bags for trash containers, and shall empty bags in the dumpster before leaving.
E. 
Maintenance problems shall be reported to the building supervisor.
F. 
If the building is not in clean condition at the time of rental, the person who is renting the building shall notify the agent at the time of occupation.

All alcoholic beverages are prohibited in the building at all times.
A. 
The building is available for use between the hours of 7:00 a.m. and 12:00 midnight.
B. 
Groups, individuals and organizations will only be permitted to use the building for two consecutive days.
C. 
Hours may be extended by special arrangement with adequate justification.
The City shall have the right to refuse the use of the building to groups, organizations or individuals who or which have abused the building or violated the provisions of this article. The application shall be denied by the board of directors previously appointed by action of the City Council. In the event a party is aggrieved by a decision by the board of directors of the Northwest Community Center, said party may, within 10 days of said refusal, appeal to the City Council, which will hear said appeal at its next regular meeting.
The City reserves the right for its agents to inspect the facility during activities scheduled.

Smoking is not permitted in the Northwest Community Center under any circumstances.
The facility may not be used for commercial use. This includes sale of goods and/or services, or charges of admission to events.
