Position described:
A. Under
supervision, performs bookkeeping and other related clerical work
requiring the exercise of independent judgment and a working knowledge
of department rules, regulations, and policies and/or has charge of
the work of a small group of clerk bookkeepers and/or has charge of
a designated phase of the bookkeeping work of the department; does
other related duties as required.
B. NOTE:
The examples of work for this title are for illustrative purposes
only. A particular position using this title may not perform all duties
listed in this job specification. Conversely, all duties performed
on the job may not be listed.
The Senior Clerk Bookkeeper:
A. When
the work program has been established, takes the lead in the work
of a unit and/or performs a more complex phase of bookkeeping work.
B. May
assist in instructing individuals and groups engaged in the work of
the unit.
C. May
assist in planning routines and procedures of a designated phase of
the bookkeeping work.
D. Maintains
double-entry records involving the making of journal entries, posting
to ledgers, and preparation of trial balances.
E. Maintains
budgetary accounts.
F. Determines
the accounts to which orders, invoices, requisitions, and vouchers
are to be charged.
G. Compiles
and collects data for inclusions in budget requests, special requests,
information and financial statements, or other reports.
H. Reviews
and checks financial and other records for completeness, accuracy
and correctness.
I. Reconciles
bank accounts.
J. May
do typing which is uncomplicated and does not require skill or speed
and which is of a nature reasonably to be expected of employees in
a business office.
K. On
an infrequent basis, may use varied types of common office machines
in temporary assignments where skill and speed are not primary requirements
and special training is not necessary.
L. Maintains
essential records and files.
M. In
the Department of Human Services, may be required to undergo fire
training classes.
N. Will
be required to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency, office,
or related units.
A. Experience.
One year of experience in work involving the keeping of varied types
of records of a bookkeeping nature.
B. License.
Appointee will be required to possess a driver's license valid
in New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.
A. The
Senior Clerk Bookkeeper should have:
(1) Knowledge of office routines, procedures, methods, equipment, and
machines as applied to bookkeeping problems.
(2) Knowledge of bookkeeping methods, procedures, and devices, including
calculation of percentages and discounts, posting and balancing of
ledgers, maintaining of a double-entry set of books, preparation of
trial balances and reconciliation of bank accounts.
(3) Knowledge of procedures most effective in balancing general subsidiary
ledgers.
(4) Knowledge of department rules, regulations, policies, organization,
and functions and of problems involved in developing bookkeeping procedures
after a period of training.
(5) Ability to organize assigned bookkeeping, supervisory, and other
related work and to develop effective work methods.
(6) Ability to utilize bookkeeping methods, procedures, and devices in
the work of the unit.
(7) Ability to assign and instruct individuals and group and supervise
the performance of their work.
(8) Ability to coordinate the work of the unit and/or of the particular
phase of work with that of other unit of the department.
(9) Ability to assist in the preparation of budgets and to maintain budgetary
accounts.
(10) Ability to prepare and supervise the preparation of clear, sound,
accurate, and informative financial and other statements and reports.
(11) Ability to do uncomplicated typing on a sporadic basis which does
not require skill or speed.
(12) Ability to use varied common office machines, including calculating
machines, in temporary assignments where skill and speed are not a
primary requirement and special training is not required.
(13) Ability to utilize various types of electronic and/or manual recording
and information systems used be the agency, office or related units.
(14) Ability to read, write, speak, understand, and communicate in English
sufficiently to perform the duties of this position. American Sign
Language or Braille may also be considered as acceptable form of communication.
B. Persons
