As used in this chapter, the following terms shall have the
meanings indicated:
FEEDING STATION
Any area where food is supplied to animals in an open, unrestricted
manner, allowing animals to come and go freely.
HANDLER
Includes every person other than an owner who has custody
and control of such animal.
KEEPER
Includes any person permitting an animal to remain on the
premises under his/her control.
NASPHV
National Association of State Public Health Veterinarians,
or successor agency.
OWNER
Includes every person having a right of property in such
animal and every person who keeps or harbors such animal to remain
on or about any premises occupied by him/her.
The Borough police and Code Office shall be empowered to enforce
any and all parts of this chapter upon notification of such violation,
a record of which shall be on file in the Borough office and a copy
maintained by the Code Office and Police Department.

Any person who violates or fails to comply with the provisions of this chapter shall, upon conviction, be punishable as provided in Chapter
1, General Provisions, Article
II, §
1-17A, of the Code of the Borough of Palmerton. The person or persons allowing or permitting the continuation of a violation may be punished as provided above for each separate offense.
