A.
The Division of Human Services shall be administered
by the Director of Health and Welfare, who shall perform such duties as determined
by the City Manager and as prescribed or assigned to him by statute, ordinance
or resolution.
B.
The personnel of said Division shall consist of such
officers and employees as may be deemed necessary for the proper conduct of
the affairs of the Division. Unless otherwise provided by law, they shall
be appointed by and subject to the supervision and control of the City Manager.
