An advisory Clifton Arts Center Gallery and
Sculpture Park Committee for the City of Clifton is hereby established.
The advisory committee shall consist of nine members, who shall be
appointed by the Municipal Council and shall serve without compensation.

The composition of the advisory committee shall
be as follows:
A. Five standing members:
(1) One representing the Clifton Association of Artists.
(2) One representing the Clifton Historical Society.
(3) One representing the Clifton Beautification Committee.
(4) One representing the Clifton Public Schools.
(5) One representing the Clifton Public Library.
C. Two alternate
at-large members.
(1) The
alternate members shall be designated at the time of appointment as
"Alternate No. 1" and "Alternate No. 2."
(2) An alternate
member may participate in discussions of the committee but may not
vote except in the absence or disqualification of a regular member.
A vote shall not be delayed in order that a regular member may vote
instead of an alternate member. In the event that a choice must be
made as to which alternate member is to vote, Alternate No. 1 shall
vote.
The term of office of the members of the Advisory
Committee shall be unspecified, and they shall serve at the pleasure
of the Municipal Council.
The advisory committee shall:
A. Establish and formulate the organizational operations
for the Clifton Arts Center facility located in Barns D1 and D2 and
the placement of sculpture or artwork on the grounds of the Clifton
City Hall site.
B. Institute, foster and support programs, undertakings
and projects to promote the arts in Clifton.
C. Obtain and disseminate on a City-wide basis information
pertaining to the Clifton Arts Center.
D. Be authorized to raise funds to offset its operational
costs.
