In all public parking yards, places and facilities under the jurisdiction of the City of Clifton, parking spaces of the minimum number and size and situated in those locations more particularly specified in N.J.S.A. 52:32-12 are hereby designated as parking spaces for the sole and exclusive use of handicapped persons as that term is used in N.J.S.A. 52:32-11 et seq.
All such parking spaces hereinabove provided for the sole and exclusive use of handicapped persons shall be identified by the Chief of Police of the City of Clifton or his duly authorized agent with a clearly visible sign displaying the International Symbol of Access, along with the following wording: "These spaces reserved for physically handicapped drivers," or words substantially similar thereto.
No person not a handicapped person shall park any vehicle at any time in any parking space hereinabove provided for the sole and exclusive use of handicapped persons, and identified with a clearly visible sign in the manner hereinabove set forth.

Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days’ community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
