GENERAL REFERENCES
Historical Commission — See Ch. 51.
A. 
Pursuant to the provisions of N.J.S.A. 40:10A-1 et seq., there is hereby created in the City of Clifton the position of Municipal Historian.
B. 
The Municipal Council shall appoint an individual to said position who shall serve without compensation, at the pleasure of the Municipal Council.
C. 
The Municipal Council may annually appropriate such funds as may be necessary to reimburse the Municipal Historian for reasonable expenses incurred in the performance of the duties and responsibilities set forth in this chapter.
Except as otherwise provided herein, the Municipal Historian shall have the following powers and responsibilities:
A. 
To carry out an historical program, including but not limited to collecting, preserving and making available materials relating to the history of the City of Clifton. The Municipal Historian shall store such materials in such a manner as to ensure their preservation and shall notify the State Archivist, the New Jersey Historical Commission, the Passaic County Historian, the Historical Commission of the City of Clifton and the Mayor and Municipal Council of the City of Clifton of any materials which should be acquired for preservation. Upon leaving the position, the Municipal Historian shall turn over all materials, records and reports into the possession of his or her successor, if then appointed, or to the Municipal Council until a successor shall be appointed.
B. 
To prepare an annual report to the Mayor and Municipal Council and the Clifton Historical Commission stating all work performed and accomplished during the preceding year. The Municipal Historian shall transmit a copy of such report to the New Jersey Historical Commission.
C. 
To research, write and cause to have published, with the approval of the Municipal Council and the Clifton Historical Commission, a municipal history. Additionally, the Municipal Historian may recommend to the Mayor and Municipal Council and the Clifton Historical Commission appropriate historical materials for publication.
D. 
To assist the Historical Commission of the City of Clifton as well as to advise the Mayor and Municipal Council concerning the acquisition, administration, use and/or disposition of any landmark or historical site, including such places within the City of Clifton included in the New Jersey Register of Historic Places. The Municipal Historian may also furnish such advice to the Historic Sites Section of the State of New Jersey, Department of Environmental Protection.
E. 
To assist in projects of commemoration, including the erection of monuments, historic markers and guide signs, subject to the approval of the Municipal Council and the Clifton Historical Commission.
