A. 
Officers and employees of the City who are regularly employed, permanently or temporarily, may be granted vacation leaves for periods between January 3 and December 15 of each calendar year as hereinafter provided in this article. Nothing herein contained shall apply to seasonal employees.
B. 
Annual vacation leaves shall be in accordance with the standards set by the Civil Service Commission of New Jersey, namely, one day per month to the close of the first calendar year of employment. Thereafter, annual vacation leave shall accrue as provided in this article.
When any officer or employee shall have served six months or more during the first calendar year of his office or employment, the first day of January of that year shall be used in determining his annual vacation leave. The civil service regulation of one day per month shall be used in all cases for the first calendar year of employment or any portion thereof.
In any calendar year, when vacation leave or any part thereof is not granted because of the pressure of municipal affairs and business, such vacation leave or part thereof not granted shall be added to the vacation for the next succeeding year only, at the discretion of the department head and with the consent and approval of the City Manager. The City Manager may direct completion of any accumulated annual vacation leave in the year in which it has accumulated.
A. 
Vacation leaves may be divided into no more than two specific periods during any one year; provided, however, that the City Manager may permit the divisions of vacation leaves into more than two specific periods if, in his opinion, such division is necessary in order to provide adequate and sufficient municipal services and to ensure proper and adequate administration of the City. Division of leave shall not become effective until approved by the City Manager.

B. 
No vacation leaves shall be divided so that the officer or employee would be absent from his office or employment more than the number of calendar days he would be entitled to if he had taken his vacation leave in consecutive calendar days as a single unit.

Vacation leave preference in the Police Department and the Fire Public Safety Department shall be by rank and in order of seniority. In all other departments, vacation leave preference shall be determined by the department head with due regard for the wishes and seniority of the employee and the needs of the department and of the City.
Requests for vacation leaves shall be submitted in writing. No changes in vacation leave schedules shall be permitted without the consent of the department head.
A. 
Department heads shall submit vacation leave schedules for the approval of the City Manager at least two weeks prior to any annual vacation leave in the department.
B. 
Vacation leaves shall be subject to adjustment, if necessary, in the best interests of the department and the City.
C. 
Vacation leaves shall be scheduled to eliminate, as far as practicable, the necessity of engaging temporary personnel to perform the duties of the vacationing officer or employee.

The following schedule of days of vacation leave shall apply to all officers and employees as hereinafter more particularly set forth and shall be computed from January 1 of the year following appointment if the amount of service in the previous year was six months or less:

A. 
In the event that any of the following holidays shall occur or fall within an officer's or employee's vacation leave, said holidays shall not be regarded as calendar days and shall not be included in determining the permitted days of the vacation leave period: New Year's Day, Lincoln's Birthday, Washington's Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Columbus Day, Election Day, Armistice Day, Thanksgiving Day and Christmas Day.
B. 
Nothing contained in this section, however, shall apply to the officers and employees of the Fire Public Safety Department or the Police Department.
