The Advisory Board of Recreation, heretofore created pursuant
to N.J.S.A. 40:81-13, and consisting of nine members, is hereby continued.
Members shall serve without compensation. The Board shall serve in
an advisory capacity in matters touching on or concerning the Recreation
Department and its facilities and programs. In addition thereto, there
shall be three alternate members to be appointed by resolution of
the Municipal Council, whose terms shall be for a period of three
years.
The members of the Advisory Board of Recreation
shall be appointed by the Council. One member shall be a member of
the Council. Three persons shall be appointed initially for a one-year
term; two persons shall be appointed for a two-year term; and three
persons shall be appointed for a three-year term. All annual appointments
thereafter shall be for a three-year term. In the event of a vacancy,
the Council shall appoint a person to fill the vacancy for the unexpired
term. The term or incumbency of the Councilman-member of the Advisory
Board shall be considered vacant or terminated upon the latter's retirement,
resignation or removal from the Council.
The Board may make recommendations to:
A. The City Manager concerning or touching upon the operation
and administration of the Department of Recreation. Such recommendations,
after study by him, shall be approved or disapproved by the City Manager.
If the City Manager approves such recommendations or any part thereof,
the Director of Recreation and the Board shall be notified of this
approval. The Director of Recreation shall carry into effect the approved
recommendations.
B. The Council concerning or touching upon matters of
policy affecting the Department of Recreation. Such recommendations
shall be approved or disapproved by the Council after a report thereon
by the City Manager. Notice of any action on such recommendations
shall be forwarded to the Board by the City Manager.
