The offices and employments enumerated herein, other than those created by statute or ordinance, be and the same are hereby created for the proper conduct of the affairs of the City, and the amounts enumerated hereinafter be and they are fixed, granted and ordered paid as regular salaries or wages to the officers and employees now or hereafter in the office or employments enumerated and are not represented by a bargaining unit of municipal employees, which salaries are per year unless otherwise indicated:

B. 
The maximum of the positions marked by two asterisks (**) shall be paid to those employees performing work in excess of two hours per month and who have served in said position for a period of five years.
C. 
The City Manager may hire as a part-time position any title that exists in any other ordinance of the City of Clifton at a salary to be determined by prorating the annual salary based upon the full-time salary work week.

A. 
Annual salaries shall be paid in equal semimonthly installments. All other wages shall be paid for such period as may be authorized by resolutions adopted from time to time by the governing body.
B. 
Direct deposit.

(1) 
All permanent employees and elected public officials who receive compensation from the City of Clifton are mandated to have direct deposit of their compensation as of July 1, 2017, in accordance with Chapter 28, P.L. 2013, as defined under N.J.S.A. 52:14-15f(b) (including paperless online pay stubs and W-2s).
(2) 
Seasonal and temporary employees who are employed by the City of Clifton are exempt from the direct deposit mandate.
(3) 
Municipal employees may request, in writing, an exemption from the direct deposit mandate to the City of Clifton's Personnel Director. Such requests will be presented to the City Council within 30 days. The City Council may grant such an exemption by resolution and only for good cause.
A. 
From and after September 1, 2001, any person duly appointed by the Municipal Council to act as City Manager during the absence or disability of the City Manager and/or a vacancy in the position of City Manager shall be compensated for acting as such at a rate of $500 for each five-day work period; provided, however, that such person acts in said capacity of Acting City Manager for a continuous period of time, which period of time shall exceed 20 working days. The Municipal Council shall have the authority to waive the requirement for the 20 days to be continuous in such circumstances as it deems appropriate.

B. 
The compensation provided herein for acting as City Manager shall be in addition to the compensation to which such person shall otherwise be entitled but shall not form the basis of any further benefits or compensation as may be provided for elsewhere in this chapter.
A. 
In addition to the compensation herein provided for as regular salaries and wages, the City of Clifton hereby grants and provides that those offices and employment positions that are considered provisional or permanent civil service positions and not designated as part-time, temporary, seasonal classifications or per diem, as set forth in § 99-18 hereinabove shall earn sick leave at the following rate: one day per month of employment, then 1 1/4 days per month thereafter. Each employee shall be permitted to accumulate a total of 15 sick days per year, which days shall be deemed to accumulate year to year if not used. Any leave taken due to illness or injury shall utilize any accumulated sick days pursuant to this subsection. Any officer or employee who shall commence terminal leave as provided herein, which terminal leave shall be a prelude to final retirement, shall be entitled to a terminal leave benefit of 50% of the sick days earned but not taken upon the condition that he elects an ordinary service retirement benefit pursuant to the then-existing New Jersey statutes. The terminal leave benefit due any employee may be paid to said employee in either of the following manners which may be selected by said retiring employee:
(1) 
The total salary due such employee for such terminal leave shall be paid in equal biweekly installments as shown and authorized by the City's regular payrolls, approved for payment during the period of such terminal leave; or
(2) 
The total salary due such employee for such terminal leave shall be paid in a lump-sum payment, with the initial payment in the year in which the employee retires limited to the total salary funds available in the municipal budget during the retirement year. The balance, if any, shall be paid within 60 days after the adoption of the municipal budget in the year following the year of retirement. Any employee selecting the lump-sum method of payment of the terminal leave benefit automatically waives any rights to benefits which may have been or will be negotiated during the year in which he retires.
(3) 
Accumulated sick leave will be subject to the caps and restrictions set forth by New Jersey state statutes including but not limited to N.J.S.A. 11A:6-19.1 and N.J.S.A. 11A:6-19.2 et seq.

B. 
In the event that any officer or employee, while actively employed by the City, shall decease, then payment for 50% of the accumulated sick leave, which leave shall be earned and accumulated in accordance with Subsection A hereinabove, shall be made to the surviving spouse. In the event that the deceased employee's spouse shall have predeceased said employee, then payment as provided for herein shall be made to the surviving children of said employee, share and share alike.

This article shall take effect after final passage and publication as required by law, subject to the stipulation, however, that the aforesaid salaries, compensation and wages as pertaining to fiscal year 2007 shall be payable retroactively from the first day of January 2007 to any officer or employee of the City of Clifton covered by this article who was employed by the City on and after January 1, 1985, and who shall continue to be employed by the City on the effective date of this article.
