No person shall operate any aircraft or helicopter
within or over the territorial limits of the City unless such person
has an airman certificate of the Civil Aeronautics Authority and unless
such aircraft or helicopter has a certificate of airworthiness from
the Civil Aeronautics Authority.
No person shall operate any aircraft or helicopter
over or within the City in violation of any valid rules or regulations
of the Civil Aeronautics Authority.
Acrobatic flying by any person flying over the
City is prohibited.

A. No person shall land any aircraft or helicopter within
the City, except upon a regularly established airport or landing area.
B. Subsection
A shall not apply in the case of an emergency or approved helicopter landing area.
C. Subsection
A, as the same relates to the landing of helicopters, shall not apply to the landing of a helicopter as part of an event sponsored by a nonprofit, charitable, religious or service organization, provided that the same has been approved in advance by the Municipal Council.
Unnecessary noise by operators of aircraft within
or over the City is prohibited.
Every permit granted by the Council under this
chapter may be revoked by the Council for violation of any provision
of this chapter or any other City ordinance, after reasonable notice
to the permittee and hearing thereon.
