No person shall at any time swim or bathe in the waters of any canal, pond, lake, stream, river or tributary of a river in or bounding the City; provided, however, that nothing contained in this section shall be construed as prohibiting swimming or bathing in any licensed or municipal swimming pool or wading pool.

Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $500 or imprisonment for a term not exceeding 90 days.
