As used in this chapter, the following terms shall have the
following meanings:
CERTIFICATE OF OPERATION
A certificate required for the owning, controlling, supervising,
coordinating, and/or dispatching of one or more vehicles operating
as a vehicle for hire upon the streets of the City, which shall only
issue upon the execution by the City Clerk of a certificate of compliance
required by N.J.S.A. 48:16-6.
CRUISING
The driving of a taxi or limousine on the streets or public
places of the City in search of or soliciting prospective passengers
for hire.
LICENSE
A certificate of public convenience, necessity, and consent
issued for the operation of each taxi and limousine or to act as a
dispatcher for same, issued to each vehicle, in conjunction with a
certificate of operation.
LIMOUSINE
Includes any motor vehicle with a carrying capacity of not
more than 14 passengers, not including the driver, used in the business
of carrying passengers for hire, which is held out, announced or advertised
to operate or run or which is operated or run over any of the streets
or public highways of this state and which is hired by charter or
for a particular contract or by the day or hour or other fixed period,
or to transport passengers to a specified place or places or which
charges a fare or price agreed upon in advance between the operator
and the passenger. Nothing in this chapter shall apply to hotel buses
or buses employed solely in transporting school children or teachers,
or autobuses which are subject to the jurisdiction of the State of
New Jersey, Department of Transportation and/or Board of Public Utilities,
or interstate autobuses that are regulated by the Interstate Commerce
Commission.
RATE CARD
A card to be displayed in each taxi which states the current
fare rates.
TAXI
Any automobile or motorcar, commonly called "taxi," engaged
in the business of carrying passengers for hire, and also commonly
known as "public livery," which is held out, announced or advertised
to operate or run or which is operated or run over any of the streets
within the City of Clifton and which accepts passengers for transportation
from points or places to points or places within or without the City
of Clifton.
WAITING TIME
Includes the time when a taxi or limousine is not in motion
as the result of traffic signals, traffic conditions, directions of
the passenger or awaiting the arrival of the passenger, beginning
from the time at which a taxi arrives at the place to which it has
been called and ending at the time at which such taxi arrives at the
destination of the passenger.
