The Department shall be headed by a Director who shall be appointed by the Mayor and who shall be qualified by education and experience.
The Department shall perform all appropriate functions associated with:
A. 
Billing and collection of all revenues and taxes.
B. 
Budgetary accounting, fiscal control and reporting.
C. 
Custody, investment and disbursement of town moneys.
D. 
Data processing.
The Department shall be organized pursuant to plan approved as provided in Article VII, § 3-26.
