CHARTER REVISION
Effective with the general election held in November 2013, the
Town changed to a Town Council/Town Manager form of government. According
to Charter § 11.04, any references in Town ordinances to
the "First Selectman" or to the "Board of Selectmen" shall now be
deemed to refer to the "Town Manager" or the "Town Council," as appropriate.

The Town of Cromwell hereby creates an Economic
Development Commission for the promotion and development of the economic
resources of the Town of Cromwell, and said Commission is hereby designated
and entitled "Cromwell Economic Development Commission."
Said Commission shall be vested with all the
powers, purposes and objectives set forth in Section 7-136 of the
Connecticut General Statutes and amendments thereto and shall undertake
the duties relative to such appointment.

Said Commission shall consist of five electors
of the Town of Cromwell, who shall be appointed by the Town Council.
Of the five members first appointed, one shall serve for a period
of one year; one for a period of two years; one for a period of three
years; one for a period of four years; and one for a period of five
years. Thereafter, such appointed members shall serve for a period
of five years. Terms shall expire on March 31 in each year. A member
may be reappointed after serving his term of office. The members of
the Commission shall receive no compensation for their services as
such but shall be reimbursed for their necessary expenses incurred
in the performance of their official duties.
The Commission shall elect a Chairman from among
its own members at the first meeting and annually thereafter. The
Commission shall appoint a Clerk, who need not be a member of the
Commission, and such other employees as it may deem necessary and
shall prescribe and define their duties. The Clerk shall keep a complete
record of the proceedings of the Commission and shall file the same
with the Town Clerk. All such records shall be open for public inspection
at reasonable hours.

Whenever a vacancy occurs, the Town Council
shall appoint a successor to hold office for the unexpired portion
of the term. A Commissioner shall continue in office until his successor
is appointed.

A Commissioner may be removed for inefficiency
or neglect of duty or misconduct in office by the Town Council after
a hearing conforming to recognized standards of due process of law.
In the event of the removal of any Commissioner, a record of the proceedings,
together with the charges and findings thereon, shall be filed in
the office of the Town Clerk of Cromwell.

The Commission shall maintain proper accounting
and financial records and shall make an annual report to the Town
Council. The Commission shall prepare a budget of the estimated revenues
and expenditures for the ensuing fiscal year.
