There exists in the Town of Cromwell a facility
known as a "transfer station" that is open to all residents of the
Town for the purpose of transferring acceptable, burnable, non-burnable,
and recyclable wastes generated in the Town to acceptable treatment
and disposal sites. It is found that the proper safe and sanitary
operation of the transfer station is essential to the health and welfare
of the inhabitants of the Town of Cromwell.
The purpose of this chapter is to protect the
public health, safety, morals and welfare by establishing minimum
standards governing the maintenance, appearance, condition and operation
of the transfer station. The use of the transfer station is intended
to be limited to Cromwell residents and for residential noncommercial
uses.
Waste shall not be accepted at the transfer
station without a permit. Annual permits shall be provided to Cromwell
residents upon application to the Director of the Department of Public
Works and upon satisfactory proof of residency. Proof of residency
shall be verified by a Connecticut motor vehicle operator's license,
through the Registrar of Voters' list of electors, by the most recent
Grand List or other valid documentation.
The Director of Public Works shall designate
a transfer station operator, who shall have the authority to control
the placement of acceptable wastes within the limits of the transfer
station. The transfer station operator shall have the authority to
refuse to accept any and all wastes delivered to the transfer station
that he deems unsuitable.

The Director of Public Works is hereby authorized
to promulgate, subject to the approval of the Town Council, additional
rules that he may deem necessary to implement the provisions of this
chapter.
Any person who violates any provision of this
chapter or who shall aid, abet, or conspire to violate any provision
of this chapter shall be fined $100 and shall have his permit revoked.
