CHARTER REVISION
Effective with the general election held in November 2013, the Town changed to a Town Council/Town Manager form of government. According to Charter § 11.04, any references in Town ordinances to the "First Selectman" or to the "Board of Selectmen" shall now be deemed to refer to the "Town Manager" or the "Town Council," as appropriate.

It shall be unlawful for any person to loiter upon any public or quasi-public property within the Town of Cromwell and upon private property where the owner thereof or his agent has given the Town of Cromwell written permission to regulate loitering thereon and the Town Council has agreed to regulate the same.
As used in this chapter, the following terms shall have the meanings indicated:
LOITER
Encompasses one or more of the following acts committed on public, quasi-public or on private property being regulated by the Town of Cromwell:
A. 
Obstructing the free, unhampered passage of pedestrians, bicycles or motorized vehicles.
B. 
Obstructing, molesting or interfering with any person lawfully upon such property.
C. 
Causing inconvenience, annoyance or alarm or creating the risk thereof to any person.
D. 
Refusing to leave such property when so requested by a peace officer or other officer having the power of arrest.
QUASI-PUBLIC PROPERTY
Includes the area in front of or adjacent to any store, shop, restaurant, luncheonette, bar or other place of business and shall also include any parking lots adjacent thereto.
Any person who violates any provisions of this chapter shall be fined not more than $100 for each offense.
