No person, firm or corporation owning or responsible
for the custody of any horses within the Township of Grosse Ile shall,
for the purpose of stabling any such horse or horses, use or occupy
any building, shed or other structure which does not conform to the
requirements of this chapter:
A. No structure for the stabling of any such horse or
horses shall be smaller than will adequately house such animals, nor
shall such stable be less in interior dimensions than nine feet by
13 feet, with a minimum ceiling height of eight feet six inches.
B. The individual stalls shall be separately partitioned
in a substantial manner to a height of at least four feet above the
stall floor. Each stall shall be provided with a substantial wood
floor laid upon a concrete floor sloping to adequate drainage outlets.
Each stall shall also be provided with a permanent manger and hay
rack.
C. The stable shall be provided with windows for adequate
light and ventilation, equipped and maintained with adequate fly screens.
The walls and roof of the stable shall be so constructed as to be
weatherproof and the use of rotten, burned or inferior lumber is prohibited.
The interior of the stable shall be free from projecting nails or
splinters liable to injure persons or animals. The entire stable shall
be provided with a concrete floor so sloped to adequate drainage outlets
as to permit thorough flushing of the floor area.
D. The doors of every stable shall be not less than 3
1/2 feet by 6 1/2 feet, properly hung so as to be weatherproof
when closed, and in the summer months the opening shall be provided
with a suitable fly screen properly maintained.
E. Proper receptacles shall be provided for the storage
of grain, hay and bedding. A supply of good water shall be maintained
convenient to the stable.
F. The stable shall be kept in a clean, sanitary condition
at all times and the interior shall be cleaned as often as necessary
to maintain sanitary conditions. Suitable provision shall be made
for the storage of manure outside the building. Until disposed of,
the manure shall be kept in a manner that will not create an unhealthy
condition or one which is offensive or disturbing to the neighborhood.
No horse shall be kept in the Township of Grosse
Ile unless a stable is provided and maintained for it in compliance
with this chapter.
No stable or corral shall be located nearer
than 150 feet to any dwelling nor upon any lot or tract of land containing
less than one acre for each horse kept on the premises.
No person shall lead or ride any horse or pony
on any private property without the permission of the owner of the
property.
Horseback riders shall proceed in single file
on the shoulder of any roadway in the Township.
Horseback riding is prohibited during the period
from 1/2 hour after sunset to 1/2 hour before sunrise.
Penalties for violation of this chapter shall be punishable as provided in Chapter
1, General Provisions, §
1-3. The provisions of Chapter
1, Article
II, Municipal Civil Infractions, also apply to violations of this chapter.
