As used in this article, the following terms shall have the meanings indicated:
BOAT
Any vessel requiring registration per New Jersey Statutes.

There are hereby established the following fees for the use of the Borough-owned ramp on the bayfront at Ninth Street, said fees to be in effect from June 15 through September 15; these fees shall also be in effect for Memorial Day weekend.
A. 
Daily fee (per vessel): $20.
B. 
Season fee (per vessel, between June 15 and September 15): $100.
C. 
Commercial ramp pass (per business, between June 15 and September 15): $250.
D. 
No fees shall be charged to or collected from any person who has served in any of the Armed Forces of the United States and who was discharged or released therefrom under conditions other than dishonorable and who either has served at least 90 days in active duty or has been discharged or released from active duty by reason of a service-incurred injury or disability upon presentation of acceptable proof of discharge to the Borough Clerk or other Borough employee responsible for collecting the fee.

A. 
Any and all persons desiring to use said facilities on a daily basis shall be required to pay the sum of $20 to the attendant on duty, which fee shall include boat launching and retrieving. Evidence of payment shall be in the form of a receipt furnished by the boat ramp attendant, which receipt must be presented to said attendant at such time as the owner desires to retrieve his boat.
B. 
Any and all persons desiring to use said facilities on a weekly basis shall be required to pay the sum of $75 to the attendant on duty, which fee shall include boat launching and retrieving for a one-week period. Evidence of payment shall be in the form of a receipt furnished by the boat ramp attendant, which receipt must be presented to said attendant at such time as the owner desires to retrieve his boat.
C. 
Any person desiring to use the facilities on the seasonal basis shall pay the attendant the sum of $100 on that person's first launching or retrieval. Evidence of payment shall be in the form of a receipt furnished by the boat ramp attendant, which receipt must be presented to said attendant at such time as the owner desires to retrieve his boat.

D. 
Commercial ramp pass. A fee of $250 shall be paid for the issuance of a commercial ramp pass. A commercial ramp pass shall permit its owner to utilize the municipal boat ramp on an unlimited basis without the payment of any additional fees to the Borough of Beach Haven. A commercial ramp pass shall only be issued to any individual, partnership, company or corporation that owns and operates a marina or engages in the buying, selling, delivery, repair or transfer of boats.
A. 
Seasonal (commercial) passes shall be displayed on the starboard side of the tongue of the trailer.
B. 
Seasonal (noncommercial) decals shall be displayed on the starboard side of the vessel beneath the state registration number.
