A. 
Statement of purpose. The Borough finds and declares that the operation of motor vehicles upon public streets and roadways during flooding conditions can create a wake which carries beyond the street or curbline causing damage to adjacent properties. The purpose of this article is to protect the property of the Borough and its citizens by regulating the manner of operation of motor vehicles driven upon the public streets and roadways of the Borough during flooding conditions.
B. 
Prohibited operation. No motor vehicle shall be operated on any public street or roadway within the Borough where flooding exists in a manner as to cast or discharge a wave which carries beyond the edge of the street or curbline. For the purpose of this article, "flooding" shall mean the existence of water on the surface of any portion of the public street or roadway, including any designated shoulder which exceeds six inches in depth.
