A.
Any person convicted of parking a motor vehicle in
a designated restricted parking space without a special vehicle identification
card shall be liable for a fine of $100 for the first offense, and
for subsequent offenses a fine of $100 minimum and up to 90 days'
community service, or such terms as the court shall deem appropriate,
or any combination thereof.
B.
In addition to the foregoing, a law enforcement officer
personally, or at the request of an eligible handicapped person, may
cause the removal and storage of a motor vehicle unlawfully parked
in a parking space restricted for use by a handicapped person. The
owner of said motor vehicle shall be liable for reasonable costs for
removal and storage as a result of the violation and removal.
